The Weatherization Assistance Program (WAP) funds are used to improve the conditions of eligible low-income clients' homes. The program is designed to reduce home heating and cooling costs by improving energy efficiency and ensuring health and safety. Priority is given to low-income elderly and disabled individuals.

General Program Requirements

Ohio Weatherization Assistance Program

The Ohio's Home Weatherization Assistance Program is a Federally funded, low-income residential energy efficiency program. The program reduces low-income households' energy use, thus creating more affordable housing for those in most need. Services include attic, wall and basement insulation; blower door guided air leakage reduction; heating system repairs or replacements; and health and safety testing and inspections. All measures are provided based on an on-site energy audit and on cost effective guidelines developed using the NEAT computerized energy audit. Individualized client education is an important component of the program.

Utah Weatherization Assistance Program

In 1976, in response to the national energy crisis, the U.S. Department of Energy initiated the Weatherization Assistance Program. The goal of this program is to assist low-income households, particularly the elderly and disabled, to reduce their energy consumption. This lessens the impact of utility costs on limited household budgets and helps stimulate self-sufficiency. Since 1976 the State of Utah has implemented this program uninterrupted with minimal need for State funding support. Weatherization coordinates efforts with many other public and private programs to improve the lives of low-income Utah residents. The Utah Division of Community Development administers the Weatherization Assistance Program statewide through eight government and non-profit agencies. Benefits are provided in the form of a non-cash grant to eligible households for making energy efficient improvements to their homes. Participating households are averaging nearly 33 percent in savings (or approximately $285 per year) after the completion of the weatherization work.

Texas Weatherization Assistance Program

The Texas Weatherization Assistance Program (WAP) provides funds to the States to assist with the weatherization of the homes of low-income elderly and disabled adults and families. The program is administered through contracts with an established network of 19 non-profit agencies and local governments experienced in providing weatherization services. WAP services are available in all 95 counties. Applicants must meet low-income eligibility guidelines based on established Federal poverty guidelines. Activities include: insulation, storm windows, caulking, and other related activities to reduce home energy costs and increase home energy efficiency.

Delaware Weatherization Assistance Program

The Delaware Weatherization Assistance Program (WAP) installs energy efficiency improvements in the homes of low-income persons and households to reduce their energy burden, lower their energy costs and improve their health and safety in the home. The Division of State Services (DSSC) administers the program under contracts with Neighborhood House, Inc., which operates weatherization projects in New Castle County, and First State Community Action Agency, which operate projects in Kent and Sussex Counties. Each agency subcontracts with private construction and heating contractors to install such measures as: air sealing, insulation, window and door replacement, and furnace repair and replacement. The WAP operates year round with a waiting list.

Weatherization assistance is provided at no cost to families whose incomes are at or below 200 percent of the Federal poverty level. (As a reference, please see the Division of Social Services' Income Eligibility tables.) Funding for the program is provided by the U.S. Department of Energy, Low-Income Home Energy Assistance Program (LIHEAP), and Utility Funds.

Indiana Weatherization Assistance Program

Indiana's Weatherization Assistance Program (WAP) provides residential energy conservation services to the low income citizens of Indiana. Funding comes from Federal sources and is allocated to Community Action Agencies (CAA) to provide services in each of Indiana's 92 counties. The CAAs use their own crews or private contractors to provide comprehensive energy conservation services. A thorough evaluation of the structure, including the safe and efficient operation of the furnace and water heater, is included in the treatment of each home.

South Carolina Weatherization Assistance Program

The Weatherization Assistance Program of South Carolina provides home weatherization assistance through the application of appropriate energy conservation measures for selected single housing dwellings. Approved initiatives include replacement/repair of windows and doors, caulking and/or replacing insulation and weather stripping in the home. Weatherization programs, for all 46 counties, are coordinated through nine community action agencies.

Washington Weatherization Assistance

Weatherization is the application of energy efficiency measures to a home. These include ceiling, wall and floor insulation; closing heat-escaping gaps by caulking, weather stripping, or broken window replacement; and heating system improvements. The measures are done according to established technical specifications, cost-effectiveness tests, and relevant building codes.

The Department of Community, Trade and Economic Development contracts with a statewide network of 26 local agencies that do weatherization and consumer energy conservation education, and it manages four fund sources for the weatherization program.

Vermont Weatherization Assistance Program

The mission of the Weatherization Program of Vermont is to reduce the energy costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency and comfort of their homes while ensuring their health and safety. Florida Weatherization Assistance Program

The Weatherization Assistance Program provides grants to community action agencies, local governments, Indian tribes and non-profit agencies to fund energy saving repairs to low-income homes in all counties. Grants are allocated based on a formula combining population and weather data and an average of $2,600 may be spent on each home. The type of measures include insulation, weather stripping, water heater wraps and reduction of air infiltration. Furnaces and air conditioning systems may be repaired or replaced. An energy audit and diagnostic testing must be performed on each home. The house data is entered into a computer software program and a print out is provided. The print out is evaluated to determine the measures that, if addressed, should reduce the energy consumption of the home thus lowering the client's monthly utility bill.

South Dakota Weatherization Assistance Program

The Weatherization Assistance Program was designed to help low income South Dakota households overcome the high cost of energy by making their homes more energy efficient. The program is operated at the local level by community action agencies or other local agencies. It has operated continuously since 1976. Local agencies operating the program provide free home weatherization to anyone who qualifies.

Kansas Weatherization Assistance Program

The Kansas Weatherization Assistance Program (K-WAP) operates year round and is an energy conservation program that helps qualified households pay for home weatherization needs. Stop getting zapped by those high-energy bills. Take steps toward conserving energy and lowering utility bills by applying for weatherization today.

The elderly, disabled, or those with at least one child in the home are identified as a special population which deems them a priority when a waiting list for services develops. Emergency situations also receive priority (e.g., furnace tests positive for carbon monoxide).

General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Kansas, your household's annual income before taxes must not exceed $27,247 if one person lives in the household; $35,630 if two people live in the household; $44,014 if three people live in the household; $52,397 if four people live in the household; $60,781 if five people live in the household; $69,164 if six people live in the household; $70,736 if seven people live in the household; and $74,020 if eight people live in the household. For larger households, add $7,480 for each additional person in the home.

Wisconsin Weatherization Assistance Program

The Wisconsin Weatherization Assistance Program (WAP) provides energy conservation services in homes occupied by low-income families to help reduce home energy costs. Work performed often includes insulation, repair or replacement of inefficient furnaces or other appliances, and installation of energy saving lightbulbs. Program operators also evaluate and may address certain health and safety issues in the home.


General Program Requirements
Households residing in Wisconsin with an income at or below 60 percent of the State Median Income before taxes meet the eligibility criteria for the program. An evaluation of each home must be completed to determine what services can be provided based on program guidelines.

Oregon Weatherization Assistance Program

The Oregon's Weatherization Assistance Program is designed to help low-income residents save fuel and money, while increasing the comfort of their homes. Its mission is to insulate the dwellings of low-income persons, particularly the elderly, persons with disabilities, families with children, high residential energy users, and households with a high energy burden, in order to conserve needed energy and to aid those persons least able to afford higher utility costs.

General Program Requirements
In order to qualify for this benefit program, you must be a resident of the State of Oregon, your household's annual income before taxes must not exceed $21,660 if one person lives in the household; $29,140 if two people live in the household; $36,620 if three people live in the household; $44,100 if four people live in the household; $51,580 if five people live in the household; $59,060 if six people live in the household; $66,540 if seven people live in the household; and $74,020 if eight people live in the household. For larger households, add $7,480 for each additional person in the home.
